बिलासपुर जिले के सीपत में स्थित एनटीपीसी प्लांट की स्थापना को 24 साल हो गए हैं. जब इसकी शुरुआत हुई थी तब स्थानीय लोगों ने विकास, रोजगार और बेहतर जीवन स्तर का सपना देखा था, लेकिन आज यह सपना धुंधला हो गया है.
